このモジュールは今や Python 標準ライブラリの一部ではありません。このモジュールは Python 3.11 で非推奨となったあと、Python 3.13 で削除 されました。削除の決定は PEP 594 でなされました。

A fork of the module on PyPI can now be used instead: legacy-cgi. This package contains copies of the cgi and cgitb modules, which are no longer maintained or supported by the core Python team.

cgitb モジュールを提供していた最後のバージョンは Python 3.12 です。
